Installation
- Click Plugins/Add New from the WordPress admin panel.
- Search for « Scroll To » and install.

/wp-content/plugins/scroll-todirectory, - Activate the plugin through the « Plugins » screen in WordPress
Then the « Scroll To » block will be available in Insert Block section of the page editor.
